Constitution of Natowa

Adopted 1 March 2026. This page reproduces the full text of the Constitution as ratified.

Preamble

We, the citizens of the Commonwealth of Natowa, in order to establish a stable and governable republic, ensure separation of powers, secure civic participation, and provide for continuity of government, do hereby adopt this Constitution for the Second Commonwealth.

Article I — The Republic

Sec. 1.

The Commonwealth of Natowa is a presidential republic.

Sec. 2.

Sovereignty derives from its citizens.

Sec. 3.

Government authority is divided into three branches: Executive, Legislative, and Judicial.

Sec. 4.

No branch shall exercise the core powers of another except as expressly provided by this Constitution.

Article II — The Executive

Sec. 1.

The executive power shall be vested in a President of the Commonwealth of Natowa.

Sec. 2.

The President shall serve a term of four years and may be re-elected without limitation.

Sec. 3.

The President shall:

  • Enforce the Constitution and laws.
  • Serve as head of state and head of government.
  • Nominate citizens subject to legislative confirmation.
  • Veto legislation.
  • Propose emergency measures.
  • Appoint judicial officers subject to Council confirmation.
Sec. 4.

A Vice President shall be elected concurrently with the President and shall assume the Presidency in the event of vacancy.

Sec. 5.

The President may veto acts of the Legislature. A veto may be overridden by a two-thirds vote of the Legislature.

Sec. 6.

Emergency measures proposed by the President shall expire after thirty days unless approved by the Council.

Article III — The Legislature

Sec. 1.

Legislative power shall be vested in a unicameral Council.

Sec. 2.

The Council shall:

  • Pass legislation.
  • Approve or reject presidential nominations.
  • Control public finance, where applicable.
  • Declare war by two-thirds vote.
  • Impeach executive officials.
Sec. 3.

Impeachment of the President shall require a two-thirds vote of the Council.

Sec. 4.

The Council may override presidential vetoes by a two-thirds vote.

Sec. 5.

In the event both the Presidency and Vice Presidency are vacant, the Council shall appoint an Acting President until a special election is held.

Article IV — The Judiciary

Sec. 1.

Judicial power shall be vested in a Supreme Court of the Commonwealth.

Sec. 2.

Justices shall be appointed by the President and confirmed by the Council.

Sec. 3.

The Judiciary shall interpret the Constitution and review acts of the Executive and Legislature.

Sec. 4.

Judicial decisions shall be final within the internal framework of the Commonwealth.

Article V — Elections

Sec. 1.

Presidential elections shall occur on a fixed four-year cycle in November.

Sec. 2.

The President and Vice President shall be elected by direct vote of eligible citizens.

Sec. 3.

Elections shall not be postponed except in the event of a formally declared war.

Sec. 4.

Postponement of elections shall require:

  • Proposal by the President.
  • Approval by two-thirds of the Council.
  • A defined maximum duration not exceeding ninety days.
Sec. 5.

Elections must occur immediately upon expiration of any lawful postponement.

Article VI — Citizenship

Sec. 1.

Citizenship shall be semi-restricted.

Sec. 2.

New citizens may be nominated by the President and must be approved by majority vote of the Council.

Sec. 3.

The President may veto rejection of a nominee. The Council may override such veto by a two-thirds vote.

Sec. 4.

Citizenship may not be revoked without due process and approval by majority vote of the Council.

Article VII — Amendments

Sec. 1.

This Constitution may be amended by a two-thirds vote of the Council.

Sec. 2.

Amendments shall take effect upon approval by two-thirds of the Council.

Article VIII — Transitional Provisions

Sec. 1.

Upon adoption of this Constitution, the incumbent Prince shall assume the office of Acting President.

Sec. 2.

The incumbent Prime Minister shall assume the office of Acting Vice President.

Sec. 3.

Acting service shall not constitute a full presidential term.

Sec. 4.

The first general election under this Constitution shall occur in November 2026.

Article VII — Bill of Rights

Sec. 1.

All citizens of the Commonwealth of Natowa are equal before the law and shall not be deprived of rights without due process.

Sec. 2.

Citizens shall have the right to free expression, peaceful assembly, and participation in civic processes.

Sec. 3.

Citizens shall have the right to vote in elections for which they are eligible and to seek elected office under the qualifications established by law.

Sec. 4.

No citizen shall be removed from office, stripped of citizenship, or subjected to penalty without fair procedure and Council oversight where applicable.

Sec. 5.

The government shall not suspend the fundamental rights contained in this Article except as expressly provided by this Constitution during a formally declared war.

Sec. 6.

This Bill of Rights shall bind the Executive, Legislative, and Judicial branches.
